In the article the basic tasks of creating the concept of a national system of knowledge transfer in the context of modern scientific and technological cooperation. It is proved that overcoming scientific and technological gap, the transition to innovative development are crucial to the success of Ukraine's participation in international scientific and technological cooperation, which is impossible without the inclusion of global and regional technology and financial flows, without a coherent integration of the European markets. In connection with this increasing need to develop a longterm strategy of participation in shaping the global economic and scientific and technological space, which will become an integral part of a national strategy for socio-economic development.References
