The article considers the main purpose of municipalization in the residential sector, in particular, easing of credit conditions and minimizing commercial risk in the residential sector, reduce the cost of residential services. The main task of the development of the residential sector and the mission of the private sector in the residential sector in the region. The main differences of municipal services and other types of farms, which are maintained by local authorities. The directions of use of their property by the authority of the municipal administration as a subject of economic activity: the organization of the economy for the purpose of revenue and regulation business environment with the aim of achieving the common good. Reproduced the full range of policies municipalities: from idealized designed to benefit the population ("municipal socialism", where services were provided to the population free of charge or at cost) before resorting to the temporary failure of these interests in favor of a simple implementation services (concessions). Highlighted four possible system for the maintenance of municipal services: municipal Contracting, municipal rental, municipal-concession concession.References
